GIT invites qualified, reputable, and NBAA-registered audit firms to submit bids for the provision of external audit services for three consecutive financial years ending 31 December 2025, 2026, and 2027.
This tender is issued in accordance with Tanzanian laws and international auditing standards to promote transparency, accountability, and strong financial governance.
1. Objective of the Audit
The objective is to obtain an independent professional opinion on GIT’s financial statements for each financial year and to assess:
• Accuracy and fairness of the financial statements
• Adequacy of internal control systems
• Compliance with Tanzanian statutory requirements, NGO regulations, and donor obligations
• Proper utilization and reporting of organizational and project funds
The audit must be performed in accordance with:
• International Standards on Auditing (ISA)
• IPSAS/IFRS applicable to NGOs
• Relevant Tanzanian laws and regulatory frameworks, including TRA compliance and NGO Act requirements
2. Scope of Work (Per Audit Year)
The assignment will include, but not be limited to:
• Examination of annual financial statements (Income & Expenditure, Balance Sheet, Cash Flow, and Notes)
• Verification of accounting records, receipts, payments, and supporting documentation
• Review of bank reconciliations, payroll, procurement processes, and asset registers
• Assessment of internal control systems, risk management practices, and adherence to GIT financial policies
• Review of compliance with donor agreements and grant conditions (where applicable)
• Interviews with finance and program staff as needed
Submission of:
o Draft Audit Report
o Final Audit Report with audit opinion
o Management Letter with key findings and recommendations
o Internal Control and Compliance Assessment
Where required, project-specific audits may be undertaken in accordance with donor agreements.
3. Eligibility and Mandatory Requirements
Audit firms must:
• Be registered with the National Board of Accountants and Auditors (NBAA)
• Hold valid practicing certificates for the firm and lead partner
• Demonstrate experience in auditing NGOs, CSOs, or donor-funded projects in Tanzania
• Have experience at least three years for similar assignments
• Have qualified professional audit staff (CPA-T, ACCA, or equivalent)
• Demonstrate ability to deliver annual audits within agreed timelines
4. Non-Refundable Application Fee
A non-refundable application fee of TZS 50,000 is required, payable through though the following details:

5. Submission Requirements
Bidders must submit the following:
1. Letter of Intent on company letterhead
2. Company Profile and legal registration documents
3. NBAA Registration Certificate and Valid Practicing License
4. List of key audit personnel and their qualifications (CVs)
5. Evidence of similar NGO/CSO audit assignments (minimum three)
6. Technical Proposal detailing:
o Audit methodology
o Sampling approach
o Timelines and work plan
7. Financial Proposal with annual audit fees and cost breakdown
8. Proof of payment of the non-refundable application fee
9. Valid TIN

8. Evaluation Criteria
Proposals will be evaluated based on:
• Compliance with mandatory requirements
• Experience and track record with NGOs and donor-funded programs
• Quality and clarity of the technical proposal
• Qualifications and independence of the proposed audit team
• Financial competitiveness and value for money
• Ability to deliver high-quality reports within set timelines
GIT reserves the right to accept or reject any bid. The lowest bid will not necessarily be selected.
9. Contract Duration
The successful firm will be awarded a three-year framework contract to conduct annual audits for:
• Financial Year 2025
• Financial Year 2026
• Financial Year 2027
Each audit will be conducted in the first quarter of the following year.
10. Expected Timelines
• Audit fieldwork to begin after finalization of each financial year’s accounts
• Each annual audit must be completed within 30 calendar days from commencement
• Final Audit Report and Management Letter must be submitted within agreed timelines
